As the Main Urban Authority, the Municipality of Athens provides overall leadership for Cooling Havens. It is responsible for governance and coordination, ensuring that all interventions are aligned with the city’s strategic priorities for climate resilience, urban cooling, and citizen wellbeing. MoA mobilises its directorates and political leadership to guarantee institutional commitment, visibility, and long-term sustainability.
The municipal development agency acts as financial manager and communication lead for the project. It ensures transparency in financial reporting, supports budget monitoring, and provides communication and dissemination tools. Develop Athens also strengthens stakeholder engagement and bridges between the Municipality, local communities, and European partners.
NTUA contributes advanced technical knowledge and research capacity. Through its Hydrology Laboratory, it leads the development of the Digital Twin and IoT monitoring systems, ensuring data-driven insights for decision-making. NTUA also supports training modules for municipal staff and provides scientific expertise for climate adaptation and water-sensitive design.
EYDAP offers unique technical expertise in water infrastructure and sewer mining technology. It supports the design and implementation of water-powered interventions, with Ilisia Park as a flagship site. EYDAP also ensures that technical works comply with national standards, legal frameworks, and operational requirements.
Ecoscapes is a landscape architecture firm with strong expertise in sustainable design for parks and public spaces in Athens. The team is responsible for proposals at Ilisia Park, Agios Nikolaos, Ano Patissia and Kypseli ensuring that interventions are adapted to local environmental conditions. Ecoscapes adds practical know-how to link climate resilience goals with the everyday urban fabric.
EnSphere is an architectural and landscape design office with international experience in innovative blue/green solutions. Within Cooling Havens, it develops design concepts for Lakonias and Ramnes Squares, contributing creativity, technical depth, and knowledge of global best practices. Its work helps bridge urban planning with ecological performance.
Alchemia-nova brings innovation in circular economy and nature-based solutions. It introduces pioneering techniques for resource efficiency and ecological restoration, helping integrate sustainability into the design phase. The company also works on transferring knowledge to other partners, making innovative practices scalable.
ELLET is a well-established civil society organisation with decades of experience in environmental protection and cultural heritage. In Cooling Havens, it leads educational actions in schools and communities, connecting awareness-raising with heritage protection. ELLET ensures that the project has a strong social and cultural dimension.
Dipylon bridges cultural history with environmental awareness. It contributes storytelling, digital museum initiatives, and oral history activities to reinforce the cultural identity of the intervention sites. This role ensures that local heritage is part of the climate resilience narrative.
Impact Hub Athens specialises in civic engagement, co-creation, and capacity building. It leads the Athens Water School, developing innovative educational modules for schools, citizens, and municipal staff. IHA also designs participatory processes that enable communities to co-own the interventions and benefit from new green job opportunities.
AEASY provides consulting support for public works, with strong expertise in tendering and legal processes. Its role is to accelerate procurement and remove bottlenecks in administrative procedures, ensuring that works can move from design to implementation smoothly. AEASY strengthens the project’s operational feasibility by linking technical and legal steps.
Roeselare is one of the project’s Transfer Cities, engaging in knowledge exchange to replicate Athens’ solutions. The city brings experience in sustainable water management and participatory climate actions. Through peer-to-peer learning, Roeselare ensures that Cooling Havens generates impact beyond Athens.
Budapest is a Transfer City committed to testing the adaptability of Athens’ cooling solutions. The district contributes lessons from its own urban resilience strategies and helps refine the transferability of blue/green measures. Its participation strengthens the European dimension of the project.
Sofia, as a Transfer City, plays a central role in scaling up the project’s innovations. By applying Athens’ approaches to its own urban and climatic conditions, it tests replicability in another metropolitan context. Sofia also contributes to the European knowledge base on urban cooling and resilience.
