Why exactly Havanna?<\/strong>
The selection of the Havanna housing estate is not accidental. The whole of District XVIII is characterized at the same time by the garden-city-like, greener outer-district character and by the presence of several intensively built-up housing-estate areas. Among these, Havanna is one of the densest, metropolitan-type urban parts, where the questions of public-space comfort, shade, microclimate, pedestrian-friendly use and community functions appear especially sharply.
The social and urban-development weight of the site is given by the fact that physical exposure and social vulnerability are present at the same time. The dense built-up character, the limited green area, the proportion of paved surfaces and summer heat stress make the intervention particularly justified. In parallel with this, in the area, the elderly, families with small children and those households whose own cooling possibilities are limited require greater attention.
The pilot is therefore not merely public-space renewal. It may be a local response that simultaneously improves thermal comfort, increases green-surface quality, strengthens community use and helps the district to treat climate adaptation as a measurable, learnable development that can later also be transferred to other sites.<\/p>\n\n\n\n

District XVIII is not starting from zero. Following the Kl\u00edmabar\u00e1t18 and Upsurge projects, the elements of rain gardens, the local retention of precipitation water, nature-based solutions and residential awareness-raising have already appeared in the district\u2019s communication and experimental developments. Compared with this, Cooling Havens is the next step: it would connect green-blue infrastructure, data collection and community planning in a concrete housing-estate intervention.
The Budapest climate-adaptation framework also points in this direction. More frequent heatwaves, the urban heat-island effect, water shortage and the need to develop green-blue infrastructure represent an increasingly urgent task. The Havanna pilot may give a tangible, locally testable answer to these challenges.
The credibility of the project is strengthened by the fact that the district does not treat the risks as secondary either. Because of inflation and construction-industry costs, the smaller-scale, so-called scale-down approach is justified: this is not a step back, but conscious testing. The regulatory questions of non-potable-water-based water use, the transfer of Mediterranean technologies to a continental climate, the risk of vandalism and the institutional conditions of later scaling are all factors that the pilot must handle in advance.
InnoK may have a key role in this. As the district\u2019s innovation and knowledge-transfer actor, InnoK can not only provide professional coordination, but can also help the project become a real community and learning process. Community assemblies, focus groups, questionnaire-based research and data-collection methods already now provide such a basis on which the local adaptation of Cooling Havens can build.
What did the Athens site visit provide?<\/strong>
The Athens Opening Site Visit between January 20-22, 2026 did not present ready-made recipes, but created practical knowledge exchange among the partners. The program included technical sections, site visits and structured professional dialogue in three main topics: nature-based and water-related solutions, community involvement, and digital tools.
For District XVIII, one of the most important lessons was that climate adaptation is not exclusively a technical question. Adaptation to heat is at the same time an urban-operation, public-health, social-policy and community-organizing task. A cooling public space works well when it not only installs technology, but creates a space that is safe, understandable and used by residents.
The example of Athens gave strong inspiration in connecting water recovery, rainwater management, open data and nature-based solutions. From the perspective of District XVIII, however, the question is not whether all this can be implemented one-to-one in Budapest. The real task is interpretation: what can be translated to a continental climate, to a housing-estate space, to municipal operation and to local social conditions.
The strongest cooperation directions<\/strong>
The first cooperation direction is water use and regulation. The Athens project builds strongly on recovered water and the utilization of rainwater. For District XVIII, one of the most important learning points may be how to create such a permitting, health and operational pathway that safely enables non-potable-water-based public-space water use.
The second direction is measurement and data use. IoT monitoring in this context is not technology for its own sake, but simply such a sensor-based measurement system that shows how the microclimate, the use of space or the effect of interventions changes. The open-data logic means that the data do not remain closed expert background materials, but, in an understandable form, can also help decision-makers and residents.
The third direction is participation and training. The project can be lasting if the residents do not only receive the final result, but also get a role in the process of planning, use and maintenance. Community assemblies, focus groups and local feedback can help the development appear not as an external intervention, but as a jointly shaped public-space change.<\/p>\n","protected":false},"excerpt":{"rendered":"
